I don't think her scrotum was removed, without testicles to stretch it the skin shrinks noticably with time. The girls with really baggy empty scrotums were probably cut more recently...or they just had really BIG balls to start with!
I was castrated just over 3 years ago and can attest to this shrinkage very personally, when I'm erect it doesn't look like I ever had a sack.
