High levels of progesterone make your breasts swell, and then a massive drop in progesterone causes you to start lactating until your progesterone comes back up to a normal level.

Many TS girls (or the doctor giving them their meds) don't really know what they're doing. Most TS girls don't take progesterone, and the ones who do often cycle progesterone up and down, which can induce lactation.
