In the cock realm (whatever that is), it's common to distinguish between "grower" and "shower" (and, not the rainstorm). Growers are small when flaccid and increase disproportionally in size when erect, whereas, showers are large when flaccid and increase less proportioally when erect.

Then, we have those that start small and stay small in all circumstances; we call those... GREAT (especially if uncut and castrated)!!!
