There is only one choice that makes any sort of sense, and it is option #1. It is who they are, and they are just changing some of their physical attributes to match who they are. They are women.

Why do men become women?

Once upon a time I designed surveys for a living. The title of this one is biased. Most people are on a lifetime journey to become who they are. That is being as in human being and very few human actions are easily dichotomized except in the all to common closed mind.
