Hi Nathan.
The short answer is no.
Since November 2009, all Thai surgeons are legally obliged to follow these rules:
Any patient wanting to change sex in Thailand, either a full sex reassignment surgery SRS or an orchi {removal of the testicles in their entirety}
must comply with these conditions:

• They must live as a woman for at least a year,
• take a course of female hormones,
• and obtain the approval of two gender psychiatrists.
  [This is to demonstrate the patient is psychologically fit to change sex]

They also have to be 20 years old or greater. If they are between the ages of 18 and 20,
then additionally, consent is required from an authorized guardian.
