San Francisco to ban circumcision

It would be rather strange to make a medical operation illegal in one city and yet that same operation would be legal in the rest of the state.

I wonder if it is a put on, it seems so absurd.
However, Fran may have a point, that it has something to do with gays. Circumcision is highly recommended for gays to reduce risk of AIDS.
