In the United States, wrapping yourself in the flag means you are exhibiting excessive patriotism. It has a negative connotation, and it is never literal.

Mel Paim takes it literally with the Brazilian flag, and I will never, ever, ever hear that expression again without thinking of her and considering that not every use of the phrase is bad. The hardening in my pants will be a reminder.
