Portsmouth would've been relegated with or without the 9-point deduction and, although the whole business of docking clubs points is dubious at best, (the Football League are even worse - doling out seemingly arbitary deductions at the drop of a hat) the people who run football have to take some of the blame for allowing clubs to get into this kind of mess in the first place.

Not to mention the fact that they'll let just about anybody buy a club as well. If they'd looked a bit closer at some of Portsmouth's previous owners maybe none of this would've happened.
