Sorry Shadows and Jen .... but the 8th Doctor is deadlocked and timelocked .... he is canon due to the novels and audioplays.
He might have only been in that awful movie but he is still counted. Besides it was the 8th Doctor who fought in the last Time War and ended it w/ dire consequences. The shock of seeing what he did or as a side effect caused his regeneration into the 9th Doctor. And also split the 9th Doctor into 3 potential people , Christopher Eccleston , Rowan Atkinson , Richard Grant.
