Sort of, you need to take a lot of oestrogen and progesterone. Not to mention that a lot of girls like myself could lactate before hormones.
A basic rule is play with your boobs at least 4-5 times a day squeezing towards the nipple, for around 15 mintues each time. I know guys that lactate a little by doing this.
