I'm sure that someone else will tell me that I'm mis-informed, but I though that Thai law had recently changed, making it slightly more difficult to obtain quick surgery.

Dr. Suporn's site references a 2009 change in Thai law, requiring psychological evaluation and subsequent documentation.
