Yea they do, hormone won't reverse anything except reform body fat. So once the hair/ voice started to grow/ change, it can't be reversed.

So if the hormone therapy is started prior to adolescence, a transsexual could be whisker free?

The following helps answer some of my questions regarding hair and whiskers on transsexuals.
