I think the answer is "yes, no, and maybe".

There are men out their with tiny todgers that are just plain old males who like to rut in a pussy. And dont' much care to think about or explore alternatives. We call them straight ... and a few other things.

There are males out there with humungous members who like only guys and that is normal for them.

There are also hung (genetic) males who know they are really a female trapped in that body. They probably don't want "normal" as inherited, but want to chose a new physical normal to match their mind with their bits. I am an odd one who "changed" along the way, and fit your question to a T (pun intended). I was once medium size of dick but had a pituitary problem that has slowly made my body careen between male and female levels, including a very shrunken member and budding breasts. Sometimes I do feel very much like a female trapped in a male body (but I don't think I compare to those born that way, a much longer frustration and entrapment) for me the feeling passes and I am dude inside and out again. My broad square shoulders, giant feet and adams apple, hairy as a turk, beer belly and wide hands and knees .. make me one of those somwhat hopeless ones I occasionally see out there...not really passing, but apparently only happy if they try. (I am happy in hiding for now, my understanding wife has stretched her mind and accepted me as I am.

I want you to understand that we "odd ones" come in all flavors. I think a tiny todger can sometimes be a give away to female hormones dominating in that body. It is in mine, but I ride a hormone seesaw.
In other bodies this "clue' does not hold. Don't expect it to be true even half the time (my opinion..how could I know).

Giant cocks do not give away any such hormonal hints, so it isn't a measure for everyone.
