Yes, except perhaps for Brazilian Tgirls, I would say that Lipstick does make a difference, some more than others.

I agree, lipstick enhances a women's look but also gives them a more dominant flair. My first two or three years in school, hand-caning and face-slapping were still (sort of) legal and very much in use. We had two very strict and one less strict female teachers. The two strict ones wore lots of make-up, in particular dark lipstick, while the lenient one wore no make-up at all. So I started to associate lipstick with corporal punishment , discipline and very powerful dominant women.
