I was wondering, why is it that some tgirls get hard, and others dont? Is it just all arousal, or the hormones, or what? Is that also why some of their penises shrink?

It is the hormones in both erection and size and lack of ejaculation.

Yes, hormones often (but not always) lead to a lack of libido and a loss of ability to get erect and ejaculate.
