The forum rules are not specifically clear on what needs to be done. There's no mention on how many posts you must achieve to obtain powers.
Also, there's not a single mention on how to go about watching videos apart from the error message presented. Overall, I think the rules here are really strict, dumb it down a little. Especially for a site that's made up of 4 forums and a bunch of subforums. Give a little to get a little.
