hmm, i doubt it.
i have a turkish friend, but she has never mentioned about them.
just once she saw one of them in a hospital, where medical personnal carried one beaten shemale from the street.

I dont think there is any specific city in Turkey, just along the North East, East and South East coast mainly. Baku in Azerbijan apparantly has a popolous TG community, as does Sofia in Bulgaria. I think the tendency is in East European countries. Well maybe, I'm only guessing here.
