It's really not as hard as you might be fearing. It's certainly NOT like the old days, where you bought web space from a hosting company, however you then had to craft and create all your page files through third party programming like Microsoft FrontPage, and THEN figure out how to upload those files to the web space you had bought. In the old days, you certainly created your web site through a lot of trial and error.

However, these days pretty much every web hosting company still gives you the option of creating your files off to the side -- through programs like Dreamweaver and whatnot -- and uploading them to their servers OR they will offer you, as a customer, a free "web site design program" that they created themselves or are licensing a version of, which in turn makes crafting a web site pretty darn easy. There's no question that over the years it's become amazingly more simple to do.

So, these days, the ease of creating a web site is there for anyone willing to take a stab at it. For example, you can go to Yahoo web hosting and, I kid you not, have your own web site up and running within an hour or two. So, it's really more a matter of how spiffy and sophisticated you want your site to look and be -- that's where the work really comes in these days.
