If you use Windows 7, the basic Paint program can be used to shrink pictures.
You might have a button in the upper bar (the ribbon) in which you can edit the characteristics of the picture, such as its size, whether inches or pixels (maybe even centimeters).
In Paint for Windows XP, you can use the ctrl+e keyboard shortcut to access it, or under the Image menu.
The smaller the size of the picture in pixels (or inches or cm), the smaller its size in bytes too.
