The Penismaster, as far as I understand, has the base that presses aginst your body, you place the strap just below the glans and tighten the screws until your member is stretched out. It's a bit like a workout at the gym, in that you have to leave it a day to recover. I don't know about thickness, though, maybe you end up with a string of spaghetti!
The Pro model clamps onto the glans and has an elastic belt that keeps it under tension while you go about your daily business.
I actually found it after reading about "ballstretching" which is popular with some people.
