You will still get ingrown hairs if you wax. They will likely be in the same area as you did when you shaved. It may even be worse since they have further to grow to find their way out. When you shave, the end is right at the surface. When you wax, the hair starts deep down. Scrub, exfoliate, use cleansing creams, and they'll still happen.
My guess is that the creams and magic powder will still leave you susceptible to ingrown hairs. I have never successfully used them.
I get waxed everywhere but my legs for about $75 every six weeks or so. It's better than shaving IMHO. How does one safely shave a scrotum?
