I think that would be sooooo neat! Getting a man to grow breasts is already possible with hormones, so that is not such a big deal. But to make a woman grow a penis, now that would be amazing!

First, I think I would do it for any woman who had "penis envy," and for any lesbians who wanted to have a penis to more naturally accomodate their sexual parner. Right now, I have heard that the surgical construction of a penis for a female to male transsexual costs a staggering $100,000 or more, if I had the power I would do it for free for any female to male transitioner just to have his friendship and appreciation once he was fully transitioned to male.
