I'm sorry about that, I never knew that there would be a problem with Belgium. A friend of mine in Sicily gets it OK.
Can you try changing your country preference to see if that works? It's at the top left of the youtube screen.
If that doesn't work, just shout, I grabbed it for myself and I'll up it to a file host
