A few reasons.
First of all there is a spread in peoples voices.
So, the people who transition, will have a spread as well
and along with voices, there is a spread in height, shoe size, finger lengths and so on.
Secondly, Some trans have no voice coaching, some a little, some a lot.
And how much work/ practice a person puts in makes a big difference as well.
Finally, some trans have vocal surgery
Though the outcomes vary:
A third get no change
A third get an improvement, which over a period of 2 years, reverts back to how they used to sound
A third get an impaired voice
