Well, if one's castrated around or before puberty, chances are the structures aren't fully developed to allow proper erections? Just speculation, but it kinda makes sense to me considering prepubertal boys generally don't get hard a lot.
I wonder if most castrated TS (after puberty) are capable of erections if they originally were before they were castrated. That'd be an interesting thing to find out.
