In America, a bellringer is someone who severely hits or smacks another person. It is sometimes used to describe a person who abuses his partner. The reference comes from boxing (the bell rings to stop the fight). Sometimes, it actually pays to avoid someone just because of his name, even if the bellringing this "cunt" has done is figurative.
