Ive been to the Philippines a few times and been with ladyboys there.
They are all cut this way and ive even seen a mass circumcision on the island of Leyte.
What they do is what is known as a dorsal cut , Where is the foreskin is just cut long ways from the end of the foreskin up to about the end of the glands.
When this is done the foreskin will then hang down under the glands giving that well known circumcised look on top of the cock but it still looks uncircumcised on the underside of the cock. To me it looks ugly.
I dont think this is a real circumcision as when that is done the foreskin or most of it is cut off. A Philippine circumcision removes no skin.
Some pacific island circumcisions are like this but all the tgirls ive been with from the pacific have had a proper circumcision with the foreskin cut off.
