I am looking for a trick to see only a part of a video that has been cut in various parts with winrar program.
Is it possible to see for instance part2 without downloadind part1 ???

Not really. Winrar splits up the compressed file in small parts, but you need all parts to decompress it. So you can't just get to the video in one of the parts.

The individual downloadable parts are sections of a much larger file, which had been split to create smaller, easier to handle chunks, but all must be present for decompression and re-assembly to work.
As WInRAR is a commercial program, which costs money, or it will come up with annoying nag screens, I suggest to try one of the freeware programs, which can decompress .rar files too (but not compress). There are 7-Zip, ZipGenius and several others, which are free to download and use. They all work well and can compress into most other formats, like .zip, .tar and .7z .

Not true.
In the extract popupmenu there is an option to keep incomplete files. Check that and press OK when winrar warns that the file is incomplete. The incomplete file can now be viewed with VLC, or if you're lucky media player
